Constitution of the West Blacket Association
(as amended at the Annual General Meeting, November 1994)
The name of the Association shall be The West Blacket Association
2. Objects
The objects of the Association shall be the preservation and improvement of the general amenity of the area comprising The Blacket Conservation Area to the West (and including both sides) of Minto Street and the properties therein with a view to preserving the architectural attractions and residential character of the neighbourhood and its surroundings; to encourage a public awareness and a responsible attitude towards such amenity attractions and character; to co-operate with Local Government Authorities and other bodies who may have an interest in said area and by whom or with whose assistance or interest the objects of this Association may be furthered; and generally to act in all matters affecting the area and the interests of the residents in such area.
3. Membership
Membership shall be open to all who are resident in said area and also such other persons interested in the aims of the Association who shall be approved by the Committee. A resident shall be a person who ordinarily resides in the area or who has so resided for a continuous period of at least six months. In all Questions regarding membership the decision of the Committee shall be final
4. Office bearers and committee
The Office Bearers of the Association shall consist of Chairman, Hon. Secretary , Hon. Treasurer. The Committee shall consist of the Office Bearers and further elected members. The Office Bearers and other Committee members shall be elected to serve for three years at a time, to hold office until the close of the relevant General Meeting. Retiring Office Bearers and other Committee members shall be eligible for re-election.
The Committee shall be responsible for running the affairs of the Association and may take decisions on its behalf in accordance with the wishes expressed by General Meetings. Three members of the Committee shall represent the Association on the joint Blacket -West Blacket planning body.
5. Expenses of Administration
The Committee shall, out of the monies received by the Association, pay all proper expenses of administration and management of the Association and shall use the residue of such monies as it thinks fit for or towards the objects of the Association.
On the winding up of the Association any remaining assets are to be applied for the benefits of the local community.
6. Subscription
The subscription shall be £1 per annum or as may be determined by the Association
7. Meetings
An Annual General Meeting of the Association shall be held each year to receive the Committee's report and accounts and to elect Office Bearers and Members of the Committee. Other special meetings of the Association may be called by the Secretary at the request of not less than ten members of the Association provided that not less than ten days' notice be given.
8. Amendments
This constitution may be amended by a two-thirds majority of members present at an Annual General Meeting or Special General Meeting provided that ten days' notice of the proposed amendment has been given, and that not less than ten members are present and provided that nothing herein contained shall authorise any amendment permitting the expenditure of funds of the Association on any object which is not charitable.
